CRC Energy Efficiency Scheme

The CRC Energy Efficiency Scheme is a mandatory scheme covering approximately 3,500 large public and private sector organisations. DECC and the Environment Agency needed a solution in place to support new legislation from 1st April 2010. SCISYS proposed a full service solution, taking responsibility for the delivery of a bespoke software application and all associated elements of the IT implementation. 

The CRC Energy Efficiency Scheme launched on 1st April 2010 and the SCISYS CRC System was launched on the same day; on time and meeting agreed requirements.

The system delivered 100% availability during the CRC scheme's initial registration period that closed on 30th September 2010. During this period the system handled a peak period of usage in which the number of concurrent users was approximately double original estimates.  Feedback from over 1300 organisations, collated by the Environment Agency, showed a very positive reaction to the IT system. 84% of Participants and 93% of Information Declarers reported a satisfactory or positive experience completing their registrations.

These achievements validate the effectiveness of the solution design and project approach undertaken jointly by SCISYS and the Environment Agency.  Andrew Hitchings, Programme Executive for the EA said: "SCISYS was selected for this vital Environment Agency project as the company demonstrated a clear understanding of our requirements, had a tried and tested solution and was able to establish a clear delivery strategy".

The SCISYS CRC solution was developed as a Java Enterprise Edition system, based on an n-tier application architecture. Security is delivered by integrating with Government Gateway accounts for user authentication. The system also adheres to additional legislation including the Data Protection Act and the Disability Discrimination Act. SCISYS partnered with eLINIA, an accredited and experienced hosting company, to provide a secure managed hosting service and ensure that the website remains available 24/7/365. The project was split into three separate releases:  April 2010, November 2010 and April 2011.

The two subsequent releases of software were also delivered to agreed schedules and meeting agreed requirements. The final release of software was delivered at Easter 2011 for the start of the first Annual Reporting window. This window closed on 31st July 2011, with over 95% of participants having completed their returns on time.
