Changing Regulatory Landscape

Over the last three years, the push from Westminster is to do less with more and to reduce burdens on the regulated. This approach is also gathering speed in the devolved governments and in Brussels. The key reports from Westminster are:

Gershon. In July 2004 the Gershon efficiency report, "releasing resources to the front line", set the scene for the civil service efficiency drive; to achieve 2.5% savings every year from 2004 to 2008, resulting in 20,000 fewer civil servants by 2010.

Hampton. In March 2005, the Hampton Review, "reducing administrative burdens, effective inspection and enforcement", had three main recommendations:

Better Regulation. The Better Regulation Commission and the B.R. Task Force monitor the regulatory burden associated with new regulations and publish the 5 principles of good regulation.

Transformational Government. TG paves the way for IT based savings this initiative promotes shared services where there is a similar need across government units.

Regulatory reform bill. (Click here for info) This bill will enshrine in statute many of the principles of Gershon, Hampton and Better Regulation, expected late 2006.
